Discover how Crown Commercial Service’s Transport Technology agreement enables public sector organisations to access comprehensive transport solutions while supporting the UK’s shift to clean energy

CCS, the UK’s largest public procurement organisation, launched RM6347 Transport Technology in October 2025, replacing the previous RM6099 Transport Technology & Associated Services framework. This modernised agreement runs for six to eight years and offers enhanced flexibility for procuring technology across road, rail, aviation, and urban transport systems nationwide.

The Transport Technology agreement currently supports hundreds of suppliers providing thousands of transport solutions to help public sector organisations modernise their infrastructure whilst reducing emissions.

What Transport Technology covers

The new agreement comprises eight comprehensive lots covering all transport technology requirements:

Lot 1 – Transport Professional Services
Lot 2 – Transport Data Services
Lot 3 – Parking Management
Lot 4 – Environmental Monitoring & Climate Resilience
Lot 5 – Enforcement, Security and Compliance
Lot 6 – Zero Emission Vehicle Infrastructure
Lot 7a – Transport System Integration
Lot 7b – Smart Ticketing
Lot 7c – Transport Network Management
Lot 8a – Network Devices
Lot 8b – Cabinets, Furniture, Storage and Ancillaries
Lot 8c – Lighting & Electrical
Lot 8d – Traffic Management Technologies
Lot 8e – Detectors, Informing and Communication Technologies

Buyers can specify call-off contracts tailored to their project requirements with no limitations on supplier numbers, contract values, or duration, allowing greater freedom to access optimal solutions for their needs.

Supporting the UK’s clean energy mission

The Transport Technology agreement directly supports the government’s mission to make the UK a clean energy superpower by facilitating investment in emission-reducing technologies.

Key areas include electric vehicle infrastructure to accelerate the transition from internal combustion engines and reduce adoption anxiety, smart ticketing systems for integrated public transport, and artificial intelligence (AI)-powered traffic management that cuts congestion and emissions.

These capabilities enable authorities to spend public money on meaningful improvements, creating cleaner air and better transport experiences for communities across the UK.

How Transport Technology benefits public sector buyers

Transport Technology helps public organisations modernise transport infrastructure whilst supporting clean energy goals, creating value that extends beyond cost reduction.

The agreement creates a comprehensive marketplace where public sector buyers can purchase all transport solutions through streamlined processes. The removal of traditional barriers, such as supplier limits and contract value restrictions, reduces complexity while enabling tailored procurement approaches.

Citizens experience improved everyday travel through real-time information systems, smoother AI-powered traffic flow, and reliable networks maintained through predictive technologies that prevent delays.

The framework enables local authorities to purchase smart traffic management systems, rail operators to access digital ticketing solutions, city councils to source electric vehicle charging infrastructure, and airports to procure security and environmental monitoring technology.

Comprehensive supplier access

The framework includes suppliers of varying sizes, with a particular focus on supporting small and medium-sized enterprises (SMEs) through innovative procurement features that remove barriers.

Dr Philip Orumwense CBE, Chief Technology Procurement Officer and Commercial Director, Crown Commercial Service, explains:

“We have collaborated with partners across the public sector including suppliers and public sector bodies to develop this agreement which is based on national strategies. Buyers can source all their transport technology and service requirements in one place through this agreement from the accredited suppliers.”

“By using the new regulations and removing traditional barriers such as supplier limits and contract value restrictions, this agreement creates more flexibility for buyers. We have additionally deployed SME friendly and innovative features in support of UK businesses across all transport modes.”

The framework incorporates modern contract terms, updated to reflect Public Sector Contracting conditions, combined with market-specific lot designs that reduce complexity while ensuring regulatory compliance.

Supporting national transport strategies

Another major benefit of Transport Technology is its alignment with national and local transport plans, including support for newly nationalised services.

“Built to support provision of local and national transport plans and newly nationalised services, the agreement will serve all levels of Government and the wider public sector, and all scales of requirement. Crown Commercial Service through this agreement aims to support the delivery of national transport plans and strategies,” adds Philip.

The comprehensive lotting structure means each lot encompasses all services required within specific areas. This eliminates the need for separate competitions while ensuring buyers can access cutting-edge solutions through one flexible framework.

This strategic approach ensures that public sector organisations can modernise their transport systems efficiently, while supporting both the clean energy transition and improved citizen experiences.
