Egypt becomes the second African Nation to join Horizon Europe

Egypt has officially joined Horizon Europe, creating a new chapter in EU–Africa scientific collaboration

As the second African country to gain association status, Egypt now enjoys full access to one of the world’s most significant research funding initiatives, opening the door for its scientists, universities, and businesses to participate on equal footing with those from EU Member States.

Strengthening a long-standing partnership

The signing of the association agreement took place during the EU–Egypt Summit in Brussels, formalising years of cooperation between the two partners. The deal allows Egyptian institutions to apply for Horizon Europe funding, lead international projects, and collaborate with European counterparts in areas ranging from digital transformation to climate adaptation.

This milestone builds on a long history of scientific collaboration between the EU and Egypt. Their partnership began with the 2005 EU–Egypt Science and Technology Cooperation Agreement and has expanded through regional initiatives such as the Partnership for Research and Innovation in the Mediterranean Area (PRIMA).

These frameworks have helped both sides address shared challenges in water management, agriculture, and food security, all key priorities for the Mediterranean region.

Unlocking new opportunities for Egyptian researchers

By joining Horizon Europe, Egypt’s researchers and innovators get access to an extensive network of European and global partners, as well as the resources of a programme worth €93.5 billion for the 2021–2027 period. Participation in Horizon Europe means Egyptian institutions can take leadership roles in major research consortia, develop innovative technologies, and strengthen their capacity for scientific excellence.

The programme also provides opportunities for Egyptian small and medium-sized enterprises (SMEs) and startups to collaborate with European industries. This will improve Egypt’s ability to translate research into practical applications, driving job creation, technological advancement, and sustainable economic growth.

Focus on shared global challenges

Both Europe and Africa are facing critical global issues, including climate change, food security, and digital transformation. With its strategic position at the crossroads of Africa, the Mediterranean, and the Middle East, Egypt is expected to play an active role in regional and international research efforts.

Projects supported under Horizon Europe will likely focus on sustainable water management, resilient agriculture, renewable energy, and innovation-driven education. The collaboration aims to generate solutions that can be applied not only in Egypt and the EU but also across neighbouring regions facing similar environmental and developmental challenges.

“These developments will be in vital research areas like water management, sustainable farming, and food security, bringing tangible benefits to our societies.”

Building a regional research hub

It also solidifies Egypt’s participation in PRIMA, which promotes collaborative research in the Mediterranean region. Through PRIMA and Horizon Europe, Egypt will be better positioned to strengthen its research institutions, attract talent, and foster innovation ecosystems that connect academia, industry, and government.

Egypt’s association is also seen as a step toward greater regional cooperation in science and innovation. By integrating with Europe’s research networks, Egypt can help pave the way for deeper engagement between the EU and other African and Mediterranean countries.

Egypt’s participation not only reinforces its scientific and technological ambitions but also shows the EU’s commitment to closer collaboration with its neighbouring regions.
