CCS launches RM6347 to modernise UK transport with EV infrastructure, smart ticketing, and digital solutions, simplifying public-sector procurement for a greener, smarter future
On 23 October 2025, CCS launched its new RM6347 Transport Technology agreement, replacing the earlier RM6099 framework. Live from 4 November 2025 and running for 6–8 years, it provides public‑sector buyers with a streamlined way to procure advanced transport solutions across road, rail, aviation, and urban mobility. The agreement supports EV infrastructure, smart ticketing, AI‑driven traffic systems, and other digital innovations, helping to modernise UK transport and deliver greener, more efficient travel.
Modernising transport technology
The new agreement, RM6347, aims to help Britain become a leader in clean energy through investment in technologies that will reduce emissions, including reframing the electric vehicle transition to reduce concerns about transitioning, smart ticketing for integrated public transport, and services to ensure the right solutions meet local user needs.
This insight will help authorities allocate public money to transport improvements and ensure it is spent on practical improvements to daily life.
RM6347 will create value by modernising how public sector organisations buy transport solutions, benefiting the public beyond cost reduction. For example, the public will gain real-time information through integrated apps to reduce journey times and uncertainty for travellers; artificial intelligence-powered traffic systems cut congestion and emissions; and predictive maintenance prevents delays by fixing issues before they cause major failures.
RM6347: Digitise transport and increase customer flexibility
The replacement agreement aims to modernise and digitise transport and help:
- Local authorities are to buy innovative traffic management systems, such as real-time monitoring networks and intelligent pedestrian crossing systems.
- Rail operators to access digital ticketing solutions and network monitoring.
- City councils to source electric vehicle charging infrastructure and parking management solutions through one comprehensive agreement.
- Airports are to purchase security systems and environmental monitoring technologies.
RM6347 aims to increase customer flexibility by removing limitations on the number of suppliers, removing value restrictions on call-off contracts, and allowing customers to set contract lengths to align with specific project requirements.
Dr Philip Orumwense CBE, Chief Technology Procurement Officer and Commercial Director, Crown Commercial Service, explains: “We have collaborated with partners across the public sector, including suppliers and public sector bodies, to develop this agreement, which is based on national strategies. Buyers can source all their transport technology and service requirements in one place through this agreement from the accredited suppliers.
Built to support the delivery of local and national transport plans and newly nationalised services, the agreement will serve all levels of Government and the wider public sector, and all scales of requirement. Crown Commercial Service, through this agreement, aims to support the delivery of national transport plans and strategies.
By using the new regulations and removing traditional barriers such as supplier limits and contract value restrictions, this agreement creates more flexibility for buyers. We have additionally deployed SME friendly and innovative features in support of UK businesses across all transport modes.”
