New technology services 4 framework goes live to support public sector digital transformation

The UK public sector is receiving an upgrade in how it buys technology services, with the launch of the Technology Service 4 (TS4) framework

Officially going live on 12 December 2025, the new TS4 framework replaces Technology Services 3, which expires in March 2026, and is designed to help organisations modernise digital systems while accelerating the adoption of artificial intelligence (AI) and automation.
Running for up to eight years, TS4 provides long-term stability for complex digital transformation programmes. It offers a single, flexible route for public sector bodies to access a wide range of technology services, supporting national priorities such as improved public services, economic growth and innovation.

A more flexible and accessible way to buy technology

TS4 introduces significant improvements based on feedback from buyers and suppliers who used the previous framework. One of the main changes is increased flexibility. The removal of the maximum call-off term allows buyers to choose contract lengths that match the scale and duration of their projects, making it easier to manage long-term digital change.
Procurement has also been simplified. Shorter order forms, clearer contract language and improved Statements of Work help reduce complexity and speed up the buying process. Buyers can now procure services from two different lots within a single procurement exercise, saving both time and money.

Improve contract terms and better governance

The new framework includes updated contract terms that better manage issues such as intellectual property rights, insurance limits and liability arrangements. These changes aim to reduce risk and provide greater confidence for both buyers and suppliers.
Transparency and governance have also been strengthened. A redesigned rate card aligned with the Government Digital and Data Profession Capability Framework ensures clearer
oversight of public sector technology spending and supports better value for money.

Driving economic growth and competition

TS4 is expected to deliver potential cost savings of up to 20% compared to current market rates. These savings can be reinvested in key public services such as education, healthcare and infrastructure.
The framework removes limits on the number of suppliers, increasing competition and lowering barriers to entry. This approach makes it easier for small and medium-sized UK technology companies to compete for government work, particularly through lower-value and lower-complexity lots. By widening access to public sector contracts, the framework supports innovation and contributes to broader economic growth across the UK.

Clear structure to meet diverse public sector needs

The framework is structured around six main lots and three additional lower-value and complexity lots, covering areas such as digital consultancy, service integration, end-user services, infrastructure management, application and data management, and major technology transformation programmes. This structure allows organisations to buy exactly what they need, whether that is a single service or a comprehensive end-to-end solution.

Enabling AI, automation and modern services

TS4 actively supports the use of AI and automation to improve public services. Local councils can adopt AI-driven planning tools to reduce application processing times, while NHS trusts can procure integrated technology solutions to improve patient care and reduce administrative workloads. Central government departments can also use AI-enabled services to modernise legacy systems and introduce efficiencies across IT support and service management.

By combining flexibility, simplified procurement and access to innovative technologies, TS4 provides a strong foundation for long-term digital transformation across the public sector.
