UK public sector gets new access to print and digital workflow services under £900m CCS framework

A new procurement framework has been launched to provide the UK public sector with better access to multifunctional devices (MFDs), managed print services, digital workflow solutions, and cloud-based technologies

The Crown Commercial Service (CCS) has confirmed the award of its updated framework agreement, valued at up to £900 million and set to run for four years.

The agreement is open to all UK public sector bodies, including central government departments, local authorities, and the third sector. It is designed to support digital transformation and more innovative working practices through improved print and document management infrastructure.

A flexible, multi-lot framework

The framework is structured into five distinct lots, offering a wide range of products and services tailored to varying organisational needs:

  • Lot 1: A single-supplier award to Canon (UK) for basic MFDs and entry-level print management software, including consumables.
  • Lot 2: Offers a bigger catalogue of MFDs, print management, and digital workflow software. Multiple suppliers are included.
  • Lot 3: Focuses on managed print services, audits, and consultancy support.
  • Lot 4: Provides GovPrint-compatible hardware and operational services, including support and maintenance.
  • Lot 5: Covers print consultancy services, with two specialist suppliers appointed.

Each lot is designed to allow flexibility in procurement, supporting both direct award and further competition as appropriate.

Digital transition and efficiency

This framework allows public sector buyers to access cutting-edge technology and expert services, streamlining their operations. Thefr include cloud hosting solutions (SaaS, PaaS, and IaaS), document workflow integration, and print monitoring tools designed to reduce waste and support sustainability goals.

Organisations can also benefit from the technical resources, helping to supplement in-house teams during transitions or periods of high demand. The framework encourages digital transformation by supporting a shift from paper-based processes to streamlined, cloud-enabled workflows.

Supporting government hubs and estate rationalisation

A key focus of the framework is its alignment with other government programmes, such as the Estate Rationalisation Project and the Government Hubs Programme. By consolidating and modernising print and digital services, the agreement supports cost-saving and sustainability goals across the public sector estate.

The GovPrint service, included in lots 3 and 4, is a shared print and scan service explicitly developed for Government Property Agency (GPA) clients. It provides MFDs, cloud support, and operational services, such as break-fix maintenance, to reduce downtime and maintain continuity.

A total of 12 companies have been awarded places across the five lots, all of which have met the technical requirements set by the National Cyber Security Centre’s Cyber Essentials scheme. This ensures a high standard of security for public sector organisations handling sensitive information.

Suppliers include major industry players such as Canon, Ricoh, HP, Xerox, Kyocera, Konica Minolta, and others. Paragon Customer Communications and Wyse Solutions will deliver print consultancy services.

More innovative public sector working

With its flexible access routes, the new CCS framework enables public sector bodies to manage their print infrastructure more efficiently, reduce environmental impact, and support their wider digital strategies. It also offers a robust route to procurement that complies with the Public Contracts Regulations 2015, ensuring transparency and value for money.
