EU launches stakeholder consultations on future strategic digital technologies

The European Commission has introduced a consultation process to shape the direction of digital research, development, and deployment in the EU past 2027

This initiative, led by the Directorate-General for Communications Networks, Content and Technology (DG CNECT), is a key part of preparing for the upcoming Multiannual Financial Framework (2028–2034).

The consultations are part of two ongoing studies. One focuses on identifying critical and emerging digital technologies that Europe should prioritise for research and innovation. The other explores how to support the integration, deployment, and skills development related to these technologies. Stakeholders across the digital ecosystem are invited to participate in online surveys, which remain open until 23 May 2025.

Strategic focus on the digital future

The studies aim to support the EU’s long-term goals of achieving technological leadership, strengthening economic sovereignty, and boosting industrial competitiveness. To do so, they examine a wide range of critical and emerging technologies, such as:

  • Advanced semiconductors and photonics
  • Quantum and advanced computing
  • AI, data, and robotics
  • Cloud, edge, and IoT systems
  • Advanced cybersecurity and interoperability
  • Next-generation connectivity and extended reality
  • Other enabling and deep-tech innovations

These technologies are important to Europe’s digital and green transitions and are expected to shape global markets and societies through to 2040.

Comprehensive consultation strategy

The EU engages digital technology experts and other ecosystem stakeholders through multiple consultation formats. The goal is to gather wide-ranging perspectives, including from those who may not have previously participated in EU-funded programmes.

For experts, the process includes:

  • Focus groups (which were held in February 2025) to refine the technology landscape
  • Delphi surveys (March–April 2025) to assess future trends and technological development
  • Foresight workshops (Autumn 2025) to explore long-term investment strategies

At the same time, consultation with public and private stakeholders includes:

  • Online surveys (April–May 2025) covering investment needs and ecosystem challenges
  • Interviews (February–April 2025) to gather detailed insights from market actors
  • Policy workshops (June 2025) and a final policy event (November 2025) to discuss findings and shape final recommendations
  • Outcomes to influence EU digital policy

The consultation results will feed into recommendations for the EU’s next research and innovation programme. These will include a prioritised list of technologies, estimated investment needs, potential synergies with existing initiatives, and scenarios for Europe’s digital position by 2040.

These studies will help define how the EU supports critical and enabling technologies through coordinated funding, policy initiatives, and international cooperation. In doing so, they aim to ensure that Europe remains competitive in the global digital race.

How to get involved

All actors in the EU digital ecosystem, from researchers and startups to public sector bodies and civil society groups, are encouraged to contribute. Stakeholder participation is voluntary and non-remunerated. Those interested in staying informed or participating in upcoming events and consultations can complete a dedicated contact form.
