In a significant development, the Joint Research Centre (JRC) and Japan’s National Institute of Science and Technology Policy (NISTEP) have signed a Research Framework Arrangement

This collaboration is crucial given the need for anticipatory governance in an era of rapid change, increasing complexity, and uncertainty.

Both organisations share a common interest in advancing cooperation on scientific and methodological aspects of strategic foresight, specifically in visioning and technology foresight.

Mutual interest in Research Framework Arrangement

This partnership in Research Framework Arrangement is particularly relevant as foresight is increasingly vital in facilitating Europe’s transition to a green, digital, and equitable society, promoting preparedness and evidence-based policy-making.

The JRC-NISTEP research framework arrangement was officially signed by JRC Director-General Stephen Quest and NISTEP Director-General Mami Oyama during the EU-Japan Summit in Brussels on July 13, 2023.

This agreement aligns with the deepening strategic partnership between the European Union and Japan, encompassing political, trade, and digital cooperation, and reflects their shared perspectives on global challenges.

Continued collaborations with Japanese partners

This latest Japanese research collaboration adds to the series of research cooperation agreements and projects pursued by the JRC with various Japanese partners, spanning nuclear and non-nuclear domains.

The JRC has already established fruitful collaborations with institutions such as:

  • The National Institute of Advanced Industrial Science and Technology (AIST)
  • The National Research and Development Institute (RIKEN)
  • The Disaster Prevention Research Institute (DPRI) of Kyoto University
  • The University of Tokyo
  • The Japan Atomic Energy Agency (JAEA)

Japan’s national Institute of Science and Technology Policy

Japan’s National Institute of Science and Technology Policy (NISTEP) is a critical institution within Japan’s governmental framework. It supported the nation’s science, technology, and innovation policies.

NISTEP is vital in providing strategic advice and researching science and technology foresight, policy evaluation, and innovation management.

The institute’s collaboration with the JRC underscores the importance of foresight in guiding policy decisions and fostering international scientific cooperation.
